Can't find peap draft

Hi there,
I was doing a research about PEAP this morning but I was not able to find the draft for peap nor a RFC. A lot of deadlinks and one information that the draft had been erased.
What does this mean for peap. Does anybody know where I can find other good information?

Any information would be appreciated,

I have one more question.
EAP TLS does authentication with TLS and uses digital certificates. When I see comparisons between EAP TLS and Peap and TTLS they see that EAP TLS requires a client certificate. But the RFC says:
"The certificate_request message is included when the server desires the client to authenticate itself via public key. While the EAP server SHOULD require client authentication, this is not a requirement, since it may be possible that the server will require that the peer authenticate via some other means.
I'm not a native but I understand it the way that EAP-TLS doesn't require a client certificate. Is it the way that client certificates are only needed in all the implementations of EAP-TLS?
One more thing: DOes EAP-TLS use a tunnel. Or do only PEap and TTLS use a tunnel.
Are there other big differences between EAP TLS and PEAP?
