Can't Dial a Number

Hi,
We have a number that we can't dial. When we try we get "release and try again". The NPA looks like all the others in ld 90. The NPA is 727. The number is for a cell phone and the owner can call us fom it.

When do you get the release and try again message? Is it at the beginning of the number or the end?
 
That would indicate there is either:

1) A block for the entire number within the NPA

2) There is a block at an NCOS level for all routes, but the call is possible (i.e. there are several roues out, but the one (or more) the phone sets NCOS level is set to allow use on are all busy)

3) If you have PRI, the far end does not recognize the number and is sending a reject message

4) The far end is returning a busy signal

5) Your PBX and the local CO do not agree on how that call should be dialed out of you system (i.e. with or without a 1, or no NPA needed)

I am sure there could be other causes, but this is all I could think of quickly. Do any of these seem possible?

We have an office in CT, where I am, and on in AL. Neither office can dial this number. CT has an Option11 and Al has an Option 61. Our real telecom guy is in AL. He submitted a ticket to Black Box. If I find out what the answer was, I'll post it.

Very wierd. 727 is an older AC in St. Petersburg, so I am not sure why there would be an issue. You said it was built the same as others, I assume something like 813 (Tampa).

This will be interesting to see why this does not work. Are you doing any toll-bypass or least cost routing that could have a loop or conflict somewhere?

in load 90, prt the two npa's and post them. and in ld 96 enl msdi on the d channel and post a rejected call or at least notice who is rejecting it and why.. like scott said, because you can dial all digits, the number is in your switch. otherwise you get a fast busy after 91727 or 9727.. we use 1 plus for npa's in most areas that i have worked

dial the number using the trunk access code - if the call completes, the problem is in the pbx...

if the call stills fails, the problem is with the telco
 
that is true 90 percent of the time.. so i don't usually swear by it
