Can't dial 911

IP 500 4.2.4. Have checked all short codes I know. when dial 9,911 display shows external 911. Hear dialtone and then fast busy.

Any help is appreciated.
 
Found post from last year, still doesn't work.
 
T1, PRI or Analog? Can you post the Monitor log from the call. Enable L3 options on ISDN tab if PRI and T1 options otherwise.

Check to make sure the E911 adjunct is not enabled. that will do it.
