can't dial 311 2

On our opt 11c...

When we dial 311 we get a pause then busy.

I was going to add an spn but it won't let me, I guess because there is already a nxx of 311.

911 is built as a spn and works fine, should I remove the 311 nxx and then build a spn of 311, if so how do I remove? Is there something I can do to get it to work the way it's currently set? Any other suggestions? I'll post some prints below. Thanks.

REMOVE THE NXX OF 311, 311 WILL NEVER BE A NXX. THEN ADD IT TO THE SPN.AS A NXX IS WAITING FOR THE OTHER 4 DIGITS.
