cant detect floppy drive 1

Yesterday I formatted my hard disk and clean installed windows ME. I installed everything I had previously and loaded the backups of my files (which went without a hitch). But then I tried to install Microsoft money, but the computer hung at 33% and the keyboard stopped responding, I restarted the machine by holding the power button in for 7 seconds. But then when it rebooted to my horror it could not detect my dvd-rom drive my cd-rw drive or my floppy drive.

They were not even listed in control panel or in system/device manager. I’m not entirely sure how but my computer can now detect the two cd drives, (although not in safe mode, is this normal?) and my floppy drive is also listed, but it is listed as 5¼ floppy A: (instead of 3½ floppy A:) and does not respond to anything. It is listed as the primary boot device but at startup it doesn’t check for floppys inserted into it.

Does anybody know how to get my floppy working and how to check that my cd drives are functioning as they should? Any help is greatly appreciated.
 
It's not the CMOS. Windows has likely started using MS-DOS Compatibility Mode which causes floppy and CDROM drives to be disabled.

To find out, check the "Performance" tab under Start->Settings->ControlPanel->System.
