Can't Create Password 1

On a Dell Dimension running XP Pro, I have an Administrator account and two (limited) accounts. Neither of the users with the limited accounts can create a password for their account. When they try to they get an error message stating that: "The password cannot be changed". To the best of my knowledge neither of these accounts has ever had a password assigned to them. It is my understanding that even a limited account should be able to create and/or change their own password, but in this case Windows is not letting them.

It may require you to uncheck "User cannot change Password" under the Properties of the username in Local Users and Groups in the MMC. Right-click on the My Computer Icon and select Manage to get into MMC.
