Can't Change to Native Mode - Greyed out

Hi,
I've got a Exchange 2000 Enterprise Server SP3 that is installed on a domain controller.
When I go in to the properties of the Exchange Organization I cannot select the Change Mode under Change Operation Mode. The whole area is greyed out.
I can display routing groups.
But I can't select Dislpay Administrative groups either.
The account im using has Exchange Full Admin rights.
What am I doing wrong?
Why are the options greyed out?
