Can't change a password from workstation in AD

In my organization we have a win 2000 server(DNS,EXCHANGE 2000, AD - Global Domain Controller) and another one win 2000 server(DNS,DHCP,AD - Secondary domain controller), network - TCP/IP ~ 100 computers with Win98SE.
We got a policy password expires in 30 days.
I can login with my account and get access to network neighbourhood but when i try to change a password for account i receive an error that "domain controller not found"
I tried from any workstations and any known accounts - i've got the same error :((
Is anyone knows how to solve this problem or have a suggestions what to check ?
What service is resposible and what protocol is used for it ?
 
Have you checked the event logs on the servers? Have you tried from the server itself?
