Cant bootup ME 1

I am getting the following error when starting up a Win ME PC;
While initializing device VKD - Windows Protection Error - Restart your.....

Any ideas it wont even bootup with the emergency boot disk I recieved with the PC

Unplug and reconnect your keyboard. If it still happens, try another keyboard.
