can't add users into novell administrator

When I am logged in as an administrator i am unable to add new users to the system or be able to change the passwords of other users. any ideas would be appreicated.

When I go to add new user it says that I dod not have the rights on add it in but I should have

I would check your rights. How do you grant users Admin rights? -----------------------------------------------------
