Can't access toolbox in design view

I am working on an Access form. I was just about done with the design and started messing with the startup. There were some toolbars that were visible and causing some of my other controls to be only partially visible. Everything really works the way I want it to, except that I need to add a couple of command buttons. One of the command buttons is the crux of this whole form, it completes the process of selecting invoices to be paid. Anyway, I am able to bypass startup and get to the design view of my form but there are no toolbars or menus where I can select the design toolbar. I added some code that did alter the startup properties to allow full menus and builtin toolbars. There are no builtin toolbars and none of the menu options have tools or toolbars listed. Where do I go from here? Thanks :)
 
Though I would like to know what I did to cause this problem, I have been able to work around it. I just exported my form to another db, made my changes and replaced the form by importing it back into this db. Thanks :)
