Can't access localhost on IIS 6.0

I am using Windows 2003 Server and IIS 6 is set up.
I am going into the Directory Security in the Internet Information Services. Under Default Web Site properties I have Anonymous access checked off and I am using the administrator username and password for the Account to use for anonymous access.
I also have for Authenticated access, 'Integrated Windows authentication' is checked off.

Through Windows Explorer, I set the security permissions of the directory to allow the adminstrator to have full privileges.

When I try to browse to localhost through Internet Explorer, it prompts me for a username and password.

I don't know why this is happening, can someone point me in the right direction?
