Cannot view video on 3rd monitor

I configured a Windows 2000 Pro PC with 2 video card (1 PCI-single monitor, 1 AGP w/dual monitor). We use a video monitoring application that runs on an extended desktop (dual monitor), that works fine.
When we want to querry a camera, we have to minimize the monitoring application because the video will not play on the 3rd monitor (connected to video card #2). We found out that this happens because the application requires DirectX to play video and Microsoft does not support directx on secondary display.
How can we view video on 3rd monitor?
Is there a video card that will allow us to achieve this?

We use a networked Video recording system that allows for monitoring 32 cameras simultanously (16 cameras in each monitor). When we setup a computer with 3 monitors (using a 2nd PCI network card, we cannot view any video on the 3rd because Windows does not support directx for that monitor.
Is there a way to bypass this?
