Cannot start programs from desktop

I have a strange problem. When I first start my 4.0/SP6 server, I can start programs from the desktop icons and the Start/Programs menu. After a short time, the only way I can start a new program is through task manager. Any programs that were already opened, either full screen or minimized run fine, and when I start using task manager, the program runs equally well.

I am running Sybase SQL Anywhere 5.0 on this machine, but have to run other programs.

Someone help!!!

Hi.

Have you done general troubleshooting:
* Check Event Viewer
* Check for virusses (do you have IIS installed?)

Nothing shows in event viewer, not using IIS on this machine, and have virus scanned. I get no error messages when trying to start programs.
