cannot run forest prep

When I try and run forest prep I keep getting an error saying that I either do not have enough rights to modify the schema or the directory service is too busy. I have been trying to use the admin account as well as a new admin account I just made. They are all a part of the correct groups. I know the directory service is not too busy so im lost as to why I keep getting this error. I am trying to setup this exchange on a virtual server.

Verify that the ID being used is a member of Schema Admins.

I had turned off my second DC and forgot. Seems I just needed to force a replication between the two DCs.
