It sounds like you might have a virus or malware installed on your machine, try installing and running adaware and whatever your favorite anti-virus software is and see if you can get this issue resolved.
You can also see if you can run the command prompt from safe mode. This will let you know if it is your operating system that has a problem and needs to be repaired or reinstalled or if it is another program such as a virus or malware.
In addition to CharlieJax's post, you will be able to tell if it's malware related as there was recently a malware that disabled the use of the command prompt. Some ways to tell if you have that is to try opening the following:
Command Prompt
Regedit
Task Manager
