cannot run API.PM because of DynaLoader dl_load_flags method

When I try to get a clean execution of API.pm it fails with the error:

Can't locate object method "dl_load_flags" via package "Win32::API" at c:\Perl\lib\DynaLoader.pm line 230. <DATA> line 164

I have looked over DynaLoader.pm; the method is in there and DynaLoader.pm executes cleanly.

Can anyone help me with this problem?
