Cannot "Open" when downloading

There is a user in my office that ever since we upgraded her to Windows XP she can no longer "Open" a file that she is downloading. She must choose save and then open it through Excel. I've looked at the internet options and didn't see anything that specified this. Can anyone help me?

Is this only happening with Excel files? You might try a repair of Excel (or Office).

I haven't tried on anyother file types. I'm going to try with something else, and then do a repair if necessary. I will post what I find.
