Cannot print to network printer from Internet

I have XP on my desktop. When I hit 'print', it gives me a permissions error, but I don't think that's the problem. I can print from windows. I cannot view printer properties & spoolsv.exe is sucking up the CPU like a bad junkie! Any ideas? :)
PS. I tried updates & restarting the spooler service. Oh, when I go to shutdown, Explorer gets hung up...so I was wondering if it had something to do with that or not?
