Cannot open HTTP links from Outlook

If my users click on an HTTP embedded link in outlook and that they have no active IE window(s) at the time, IE opens a new page displaying an DNS error, click Refresh (f5) the page loads...BUT if there's an active window at the time the user clicks the link in outlook, the page loads up no problem...there seems to be an issue when outlook is calling IE to open the first window...

any ideas?

thank you for the suggestion...we did/verified everything as per the document you sent...but we're still getting a DNS error in IE.

I think this is a bug with Office 2000 suite, i'm running the exact same system but with OfficeXP and i can open URL's form outlook no problem at all...
