Cannot open Enterprise Manager

for some reason SQL ent manager has stopped working on my server. SQL
is up anmd running but I cannot get ent manager to work, I get the following
error:
MMC cannot open the file c:\program Files\Microsoft SQL
Server\80\Tools\BINN\SQL Server Enterprise Manager.MSC
This may be because the file does not exist, is not an MMC console, or was
created by a later version of MMC. This may also be because you do not have
sufficient access rights to the file.
I tried as local administrator and get the following error:
c:\program Files\Microsoft SQL Server\80\Tools\BINN\SQL Server Enterprise
Manager.MSC
The service cannot be started, either because it is disabled or because it
has no enabled devices associated with it.
After pulling my hair out for a few hours and re-installing the snap in I
finally uninstalled/re-installed sql server to solve the problem....but it
didn't work. Can anyone help me or at least suggest a course of action
to try and track down the problem?

Can you determine which service is not starting? You should be able to see this in your system event log. Also, take a look at your services and see which services are currently disabled. My guess is that you have taken careful steps to lock down this server, but you need to open things up again to get Enterprise Manager working again. Or... I could be wrong.
