Cannot logon locally on a new AD server 1

Hi, after promoting a member server to an active directory server - all worked fine - I couldn´t logon to this server with the message can´t logon locally. This happens with different users also domain-admins.
Additonally I get the event id 1000 saying "The Group Policy client-side extension Security was passed flags (17) and returned a failure status code of (1332)"

Can anyone help?
