Cannot install installer because installer is not installed??????

Hi guys,

I'm having a problem on a server I'm nowhere near. I have asked someone at the site to install some software on the server so I can manage their network remotely. When they login in as administrator and attempt to install the software they get the following error

"Cannot use(or run) the Windows-Installer service. This can happen when Windows is running in safe mode, or when Windows-Installer isn't correctly installed"

I have told them to use msiexec /unregister and then msiexec /regserver but this doesn't seem to help. Although there seems to be a few posts on this subject there would appear not to be an easy solution. I even sent them the redistributable for Windows Installer v2 and they cannot install installer as installer is not installed.

I was wondering how I can fix this installation of win2k server without screwing it up completely. It is the primary domain controller and active directory is installed. I also have IIS running their intranet so we cannot afford to loose it..

Please help me install this software
