cannot hear modem sounds

Hello all,
Dialing using Conexant DC480 modem onboard in Dell Latitude D600. Windows 2000 (SP4) is the OS
An administrator can hear the dialing and modem sounds, but a (restricted) user can't.
If that same user is then made an admistrator, can hear sounds.
Any ideas what security / rights settings needs to change on PC so that sounds can be heard by all.
