Cannot enable full text search

I've been trying to get full text search enabled on a SQL Server 2000 server.

I've checked that Microsoft search is running (and I enabled Index server for good measure), but I cannot enable full text search.

I managed to find one site with full instructions:

but the only thing this guy mentions that could cause it to fail is to do with the SQL Server startup user account. My startup user account box itself though is disabled (nothing is ticked, all boxes are grey).

Any ideas??
