Cannot delete item, in use when it is not

I have a Video clip that is stored on my C drive and when i try to delete it I keep getting the error message

Cannot delete "FILE NAME" : it is being used by another person or program
Close any programs that might be using the file and try again

I have closed everything I can think of and I still get this message when I gain try to delete, this all started when I tried to move the film from one place to another and my PC crashed, could it still be stuck in the memory and this is the other process?
Also I have noticed that every time I open the file that the video clip is in my exploer.exe in the task manager uses 99 to 100 percent of my CPU time, connected????

Start in safe mode abd delete it. This should work.

To start safe mode: On boot hit "F8" for the option menu.

Before running patches or fixes or doing any kind of restore, you should try the following:

1) Restart the PC. Rebooting Windows might free up the lock.

2) If still a problem, go to Start -> Run and type cmd. Hit OK and this will take you to a command prompt. Try deleting the file from there (if you need help with this, post back the complete path and filename for the video clip you're trying to delete)

3) Then I would try rvnguy's suggestion if the above doesn't work. Safe mode might help.


Also if you like to do "Shift-delete" when you delete a file (which bypasses the Recycle Bin), then that could be the problem. I, too, use the shift key anytime I delete something using my keyboard, but sometimes this causes problems on files that were recently in use. If that applies to you, then just try to delete it the old fashioned way by right-clicking it and choosing delete.
