CANNOT CREATE NEW PUNLIC FOLDERS

in the exchange system manager when i browse to public folders, i have no option to create new public folders. i can see the root labeled public folder and i can see my public folders below this which were migrated from our 5.5 system.
Can someone please help. Im real stuck. I know that your are supposed to right click at the root and there is an option to CREATE NEW > PUBLIC FOLDER, but i cant see it anywhereeee..
all i have is view, refresh, export list and help

Do you have sufficient rights for that action (for example: did you start the System Manager using your own account). Check inheritance of administrative rights. Succes.
