Cannot communicate with database

I have an application that has a form on the front end and Access as the database in the back end. The application works perfectly on my local machine. It also works when I put the application on the server and the database locally. It does not work when I put the application on one server and then the database on another server. I cannot get it to communicate and the following is the error message I get:
" The Microsoft Jet Database engine cannot open the file \\y001.app0327-s\ds\Project\ATO\ATO Core Team Vote.mdb. It is already opened exclusively by another user, or you need permission to view its data."

Somebody please help. I have spend so much time and tried everything and can get it to work.

Have you checked the permission for the folder? The front-end user will require full permissions, as far as I recall.
