Cannot access network properties

Due to numerous unsolvable problems on my Win2K server, I performed a clean re-install a couple of weeks ago. There are a couple of problems with it, however. First of all, it won't allow me to view the properties of the network via the desktop icon. Second, it will not install Service Pack 2. It goes through the motions of checking and copying the files to the hard drive, but no install takes place. Manually executing the install has no effect either. Third, it is loathe to allow me to start or stop services, particularly with Backup Exec services.

Any advice on how to correct these will be greatly appreciated!
