Cannot access Internet Options while in IE 1

When I try to acces internet options through IE I'm told that I don't have the correct access blah, blah contact Administrator. (I have administrator rights)

I can get to the options by going through control panels however. Once I'm there, I cannot change the home page. It's greyed out. I'm an Earthlink user and I can change the homepage by going through their task bar.

What, if any, are my options to eliminate this annoyance?

Workaround: Open the "Internet Options" applet from Control Panel, or from RUN box "CONTROL INETCPL.CPL"

If you want to eliminate this error while opening the dialog from Internet Explorer, read below:

This is due to the presence of "NoBrowserOptions" registry key present here:

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions]
[HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Internet Explorer\Restrictions]

Setting the value for NoBrowserOptions to "0" solves the problem.

Automated methods:

Method 1:

If you are using Spybot S&D, disable the option:
"Lock IE control panel against opening from within IE"

Method 2:
"Remove IE Restrictions & Restore Missing tabs". Download the REG fix and double-click it:

This problem can also be caused by parasites or malware. Follow the instructions from faq608-4650
Re-apply the above fix if necessary.

Do not forget the steps in the FAQ to use current definition files in all programs; to disable System Restore; and preferably run from Safe Mode.
