Cannot access certain sites. Need DNS help.

I'm working on a Windows 2000 server, which is running DNS. I am not able to get to a few .gov websites. For example:

https://vwix.dhs.ca.gov/

http://www.ca.gov/

I think all of the sites I am unable to get to are ...ca.gov.
I am unable to ping these sites (unknown host), and when I do an nslookup, it dies at the server.
I looked through the DNS settings, but I could not find anything referring to these particular domains. What should I be looking for?

Thank you for the fast reply - I'll give it a shot. I am a little pesimestic, only because it is very repeatable and specific, where an MTU problem should be slightly more prevalent. (At least I think so.) For example, if I google something, eventually I should find a page that will not load due to MTU. But I can not make this computer fail unless the site is part of the .ca.gov domain.
But I will give it a shot!

I guess you could create a conditional forwarder in your DNS to route queries for the ca.gov domain to 63.196.102.5, which is the server responsible for that domain... See if going direct for those queries helps.
