Can you set the Custom Security Group with GP's

I want to be able to change the default cutsom security to Medium Low and Enable File Downloads for users on my terminal severs. Is there a policy where this can be done

You could give a try using the settings under group policy:

User Configuration > Windows Settings > Internet Explorer Maintenance > Security
