Can you set default file types to 'all' for opneing files?

Here is the situation:

Win XP Pro, MS Office 2000 SBE, Wordperfect 11.

My end user would like to be able to set the default for 'file type' in the open file box to 'all files'.

Is this possible?
 
Do you know how to do it for either one of these applications?
 
In some Microsoft Office applications such as Microsoft Office Word 2003 selecting the "All Files" option in Open causes the program to retain that selection when next you "Open".
