Can you Rock and Scroll?

Take this website as an example...

The scrollbar in the middle of the page allows the user to scroll just the middle part of the page only; subject matter around the middle remains static. how is this done?

Plus how do you a background static whilst scrolling text up and down. ie the background stays still but the text moves.?

This example you sited uses frames its a little confusion to try and explain how to set the up. Basically each frame is seperate webpage the frameset would call all the pages together and put them in the right frame.

Dreamweaver makes it very easy to make frames. If you need any help give me a shout.

None if the pages on that site seem static backgrounds. If you set the frames up correctly you can have a frameset that doesnt move or the contents dont change. Ie say a tool bar down the side with all you options. This would be available through out the users sessions.
