What file system are you using?

is there a way to password protect .txt and .exe files in XP Pro?

If you have files that you don't want anyone else to access you might look at Magic Folders.

It password protects any folders that you select and makes them completely invisible as well.

As far as anyone else can see they don't exist at all.

I have used this program for years and it works great.

Just run a search for magic folders.
