Can you make changes to the MMC on client machines?

Hi,
I'm curious about some changes that we are gonna have to make across our domain. I was told that SMS (we have version 2.0) was unable to make modifications to the MMC. We have a couple small changes that have to be made like changing the active backgroud desktop. Unfortuntatly when I change the registry key it was per user and it's still in the MMC as the old location. Any help on how to make these types of changes, if at all possible would be appreciated.
