so does that mean if its not active you can...how do you make it not active?

If you're not using it as a dc, then run dcpromo, make it a stand alone server. Then you can remane it.

I'm using it as a DC, so i guess i'm out-of-luck...

what about this:
I originally upgraded this server from a nt 4.0 pdc to a 2k dc, i made the fqdn "business.local", where as in nt the domain name was "city"...does this create any potential for future problems

Run dcpromo, make it a stand alone server, and then you can rename it. If it's being used as a dc, your clients will have problems when you run dcpromo, so think this one through. Good luck.
