Can you allow a non domain admin to create GPO's?

I have run the delegation of control wizard and granted a group full access to there local OU. They can do all taks except create a new, or modify an existing GPO. Can a non-domain admin do this task? I'm wondering if it is because they do not have the rights to the sysvol folder. How can I give them the access they need?

It looks like this article explains how to add permissions for a specific gpo. I would like them to be able to add new gpo's and to modify existing ones.
