Can' t get IIS 5.1 working

first let me make myself clear, i am not connected over the internet as i use separate pc for that now i am writing some ASP code and want to test it. I have Windows XP installed (clean) with IIS but whenever i try to test it, it doesn;t work.
I don;t know why
Can anyone give me any help for this?

what is not working.....
do you have the XP firewall activated...and if so do you have it configured to allow http...ftp...what ever access.....
