Can someone help me with this, PAL question

I have a video with these specs:

VIDEO #1
Resolution 528 x 576
Aspect ratio is 4:3
Frame rate 25.00 fps
Nominal bitrate 2098800 bps
First PTS: 01:00:31.400

MPEG AUDIO #1
MPEG1, Layer 2
stereo, sampled at 48.0 kHz.
Bitrate 128 kbps
Each frame contains 24.0 ms audio (384 bytes)
First PTS: 01:00:31.400

It was recorded in Europe so its in PAL format and it has a weird resolution (528x576). when i play it in PowerDvd it looks like a regular widescreen movie or something. It says 16/9 in the top corner and it has two black bars on the top and bottom. Basically what i want to do is open it in Premiere and edit some of it and put chapter markers, then import it to Encore and make a menu and stuff then burn it to a regular NTSC dvd so i can watch it at home. Can someone give me some advice on what to do? thanks.
 
The end result PAL or NTSC video is produced by your USA type dvd player and nothing to do with the data on the dvd disk as far as I know.
Besides, it is the NTSC video that is weird as there are more PAL tv sets in the world than NTSC.

 
Start a new project in Premiere with your desired NTSC settings. Import your video files, edit, and export. I suggest exporting as an AVI and using another software program besides Premiere to convert to DVD-MPG format. TMPGEnc is a good tool to use for this.

Your DVD burning software should allow you to put in chapter markers, menus, etc., not Premiere.
