Can Mark-Up some documents but not others

I'm using Adobe Pro V7, and can use the mark-up tools on some documents but not others. Does anyone know why? Original format, maybe? Thanks!

Probably Security issues.

go to file>document properties and check the security tab for what permissions you have.

You 'll have to got the originator of the file to get the password.

I'm trying to get my hands on some sample documents, but I don't believe anyone would password protect any docs. But it may be something in the Security settings. Thanks!
