Can I switch from Per Device to Per User in TS without any issues?

I currently have a Termianl Server that is licensed for Per Device. My problem is that TS will not release the license for any of the devices for several months until they expire so I am running out of CALS. I was wondering if I was to switch the TS server licensing to Per User if it would cause any problems?
