Can I steer profiles on network place using local policy?

I have two servers Citrix running Metaframe XP (load balancing). I would like to steer the users profiles on a network place. For specific reasons, I can not use the active directory.

The only way I have is to set the path using local setting (gpedit). But I don't see folder redirection in my local policy. I see it only on the AD.

So can I add "folder redirection" in my local policy?

DO you have and NT 4 domain ?
Where are the users created ?
A little more about environment would be good.
