Can I safely uninstall Win98?

My machine (200mhz sony vaio desktop w/64 mg RAm) ran perfectly well with win95. Since upgrading to win98 everything drags. I have used msconfig to remove items from my startup  but it still drags. My internet access is via cable modem - this process takes almost a minute to start. I use my machine a lot for home stuff and work stuff so I need to get it back on track. Lacking in expertise/knowhow - could use some help.
 
That is a trick question, since programs installed after Win98 are configured to Win98, and therefore may not run correctly when you back out to Win95.  Also, did you select the option to save your previous file info in case you chose to back out? if so, then there will be an uninstall option available on the Windows setup screen.  Try this.... If you have a good idea when you installed your programs, and you think something is not right, type SFC in the run box, and let Win98 diagnose itself for corrupt files.  Get ready for a process that might keep you at the desk for awhile, unless you are very familiar with win98 file creation dates, typically Apr 98 and May 99, also you should know that DirectX was updated in May and September 99.  This may not make sense to you now, but when you start using SFC, it will...  Just to make sure you are on track, the file date is the best means to troubleshoot info on those system files changed by new apps.  It is good to reformat your drive using the /q/s switches (e.g. FORMAT C: /Q/S) and reinstall Windows98 then run SFC after each program you install to verify which files are changed by which programs and make sure that no changes are installing earlier file versions than Win98 is using.  Capice?
