Can I run my own DNS server, on winxp, Apache, and Dynamic IP

As the subject indicate, I would like to know if it is possible for me to run a DNS server, with apache that runs on winXP, and a Dynamic IP...

You need to have an IP address registered with your domain name in order to use DNS. So no, you couldn't. You could use a dynamic DNS service like DynDNS.org
