can I make a phone call a specified number

I want to allow a phone to dial 911 and make it call a specified phone number when trying to dial out any other number
 
analog or digital? digital you could make key 0 hot d to the number and key 1 hot d to 911.. on an analog.. i don't see it working without a two line phone

you could have an analog hot dial a menu service, giving the user then option to dial x for 911 on hold for "whoever"
just make the x dial 9'911 and any other key dial the ext, and no response or revert go to the internal/external target.
