Can I create Cartoons from Live Video using any version of premiere?

Hi

Anyone know if its possible to convert live footage into a cartoon in Premiere? I ultimately want to end a video Im working on converting the bride and groom driving away into a cartoon.

You can't automatically generate a genuine cartoon, but you can get some interesting results by combining Find Edges with other effects and, possibly, blending at reduced opacity with the original footage.
