Can Dreamweaver code be locked down?

Hey, folks. Is it possible to lock sections of code so that if I am working in a collaborative environment with non-technical people, I can allow them to check out a file, make changes to the copy, but all the HTML tags are locked and therefore the formatting of the page cannot be changed? Is this possible? Someone said it was, but I am not sure this person knew what they were saying.

the only way I can thin of is by using templates in DW 4. other than that, just keep backups of all the files yourself.
