A database includes information about certain objects which are best viewed according to their spatial relationship (for example - an organization chart). Is it possible, assuming the data can support it, for CR to produce a report that is html output so that the org chart can be rendered based on the data?

Can CR XI generate a report in HTML

You can export to HTML and you can also use the Hierarchical Grouping option in Crystal to generate a good approximation of the desired information. It sounds like you actually want to use Crystal as an automatic HTML source code generator.
This is perhaps possible (using text export or a UFL). However, it would be the wrong tool for the task.
