Can a SharePoint Foundation 2010 Farm Administrator be restricted from viewing a site?

Not that I know of.
Farm Admin can access Central Admin, then grant themselves access to the Site Collection.

This might help a little.
You could audit if the Farm Admin was looking at off-limit items.
